Weight allotted per Ad

I noticed the "weight" field next to each of my ads - I assume this decides how many times it will show in relation to the others. Question is: Is 1 low or is 1 high?

If an ad has a weight of 1 and another has a weight of 5; will the 5 show more often? And is it directly divisible by weight to see how many times it'll show.

IE if you have 5 ads and your total weight is 40,000
weight
5 40,000/15 * 5 this ad has an effective weight of ~13000 ?
4 40,000/15 * 4 this one is 10667 ?
3 etc
2 etc
1 etc
