Sites showing Google ads may not contain pop-ups or pop-unders that interfere with site navigation, change user preferences, or initiate downloads.

I have a site that initiates a download through a pop-up, but that pop-up is initiated by clicking a link that says "Download ___________". Would this be acceptable in the AdSense TOS?

What does the popup show? Another advertisement?

You click a link that says Download _______. It then pops up a window saying:

"_______ has been downloaded 23 times.

_______ has been downloaded. If it does not download right away, please be patient and wait. If you feel you have waited long enough, please use the contact form on the left to tell us about it."

That should be alright, shouldn't it?

initiate downloads means a download box pops up without user action.
clicking on a download link is a user action.
it is fine to have a popup when a download link is clicked on.
