Is a CMS right for this site?

I'd like to create a site similar to http://www.crazyex.biz/story_main.php where people will submit their crazy ex stories. Is a CMS the right vehicle for this type of site? If so, which one? I've used Wordpress and Joomla but have trouble thinking outside the box.
