textAds Management Script

Does anyone know of an application that lets you run your own textads and let people sign-up, submit text ads, approve them, use their credit card/paypal to pay for the ads, etc? I'm looking for something in this manner to run for my network. hopefully the application can span across many websites too. Any ideas of one?

Do you know if the M3 version of this script will do it too? I have M3 running already -- not PAN.
