I plan on having my website up and running soon, but i want to use a cms.

^ My current design ^

I plan on having this as the homepage.

The footer will remain unchanged on all pages.

However.

For each section (the main links at the top), I want a different left navigation, and different content layouts.
Some layouts will have Resources (main section of categories, Subsection of content in categories, and individual pages for each item), same with tutorials and art packs.

So I need 3 seperate sections, with several embedded pages.

Which cms would you suggest?

I was attempting joomla, but I've been fooling with trying to set up the layout, and I'm struggling pretty badly. :\

Well.. if you have a little php and have a good understanding of html/css knowledge I suggest that you look at Drupal. Just create a page and node template for each section you want to differentiate, or you're good enough with php you can create a php snippet so that you can have different class / id for different page then use CSS to give them different looks.... OR.. you can override the phptemplate

Check this theme developer guide. http://drupal.org/node/509
Hopefully you'll understand drupal's phptemplate engine much better.

Joomla should take care of this hands down.
