Server error with MySQL and PHP4 or PHP5

I have been getting the following error running IIS on Windows 2003 Server

phpMyAdmin tried to connect to the MySQL server, and the server rejected the connection. You should check the host, username and password in config.inc.php and make sure that they correspond to the information given by the administrator of the MySQL server.

haha, thanks Shawn. We figured it out and what a pain the behind. I will reply later with some details if anyone experiences this issue while trying to install PHPBB.
