So I was scammed for the first time last week.
I went into my PP account and saw that I had NO money. I went to the site that took my money and it wasn't even in English, nor have I ever visited it before. Why would I? I don't understand the website. Also, they took my money in British Pounds, a currency I do NOT use.
They drained my PP account and even went into my bank account.
I immediately contacted PP and within two days I got my money back. They contacted the person that took my money(because I opened a dispute) but they never responded.
Which reminds me, I got my money back but the dispute is still "Open". Can I withdraw the money or do I need to wait for the dispute to be "Closed"?

Thats horrible!
But to answer. You can take the funds if there is not a hold. I see no problem in that! Good luck. Sorry to hear about that going on.

There's no hold(I don't think) but the dispute is open. If the guy actually decides to respond and I already took the money out, will I be penalized?

Looks like I win! I just got an email from PP:
Any portion of the payment that was funded with your credit card will be
refunded directly to your credit card. You will see this in your
transaction log as two entries. The first is the refund to your PayPal
account, and the second is the credit to your credit card. Credits to a
credit card generally take 2-3 business days to post and may not be
immediately reflected in the card's balance.
For additional information and to see the status of your claim, please log
in to your PayPal account at https://www.paypal.com/ and go to the
Resolution Center.

I will recommend you to withdraw your paypal money if you can?Why should you take risk again and loose the money

In addition to the suggestion that you withdraw your money out immediately, I will also suggest that you do a complete scan of your computer for spyware, virus etc and also, change your PayPal password.
Another recommendation will be to use a software like Roboform. Saying that it's good is a gross understatement. Highly Recommended!

I changed my password immediately. I'll withdraw the money but still, I do a lot of business and PP is the only payment processor I use.

Ah..! Having PayPal as the only way to accept money online is a bit risky, don't you think? Like, standing on one leg. You would do well to include a secondary method such as 2CO, or even ClickBank, if you deal with digital products.
I use PayPal mainly. But, I have a paid ClickBank Account for backup for just in case situations and also if my customers are not able to pay via PayPal.

I have other accounts but I choose to go with PP. It's never failed me, before this.
