Maybe you have to give more brief...

- Site name :
- Template type ( PSD, Sliced, WP, etc)
- Provide Logo
- Times frame
- Price ( are you sure with 20$? )
- etc...

PSD type - No need for code-ready.
I think 40$ would be a good price for templates.
Also this maybe to be ready(unique) templates and they just to edit a while.
