Correct me if Im wrong, haven't seen this before.

Im pretty sure this site is stealing my content,view:

I sent an email asking them to remove but nothing so far.
A while back my site was proxy hijacked and my site was penalized until I contacted google who helped me out, problem was solved, now this..

Can anyone shed some light on this situation please?
