PayPal requires a copy of certain documents for verification purposes to return your account to regular standing.
Please submit each of the following documents:
- Proof of address
Utility Bill
Please make sure that the documentation you provide is valid and legible. If we do not receive all of the requested documents and information indicated within 7 days, we will be unable to complete the application review process.
Note: This information will not be shared with any third parties.

Detach them and try to attach it again... I think "waiting for ur response" this should not be there if you have attached the docs..

I think you should wait, possibly they need to verify the document that you've sent.

Paypal can be really screwy and their "waiting for ur response" status can probably just be ignored. (As a newbie, I had to clear up status notes so many times because the paypal rep just didn't care what notations they made.) Now, if they don't email you in a few days, definitely call or email them.
You could keep trying to upload your docs -- make sure they're in the right format. And, like others have mentioned, if you can be patient, paypal will most likely email you within a few days with more info.

If you want to solve this problem quickly you should call them otherwise their email support is very slow.
Both of your PayPal accounts are Personal or ???

I never have to do anything like that, to prove my address I simply have to provide a credit card and bank account and *bang* a few days later I have a verified business account.
Isn't the premier account for eBay power sellers? If so maybe that's why you need to mess about like that. Well, you can't complain at least their security is pretty strong.
