If you know for sure it's cloaked, then just file a complaint with google. They'll take care of it.

file it through google webmaster tools and it will be taken more seriously

i think report that site to google may solve your problem:)

report the website to google, and the web hosting provider which that company is hosted on - problem sorted ;)

While despicable, cloaking is not illegal, so contacting hosting company is useless.
