What's about the withdrawal ? Do you provide it with real bank a/c ? I can guess the answer is NO. As it looks like you are providing a virtual bank a/c. So if a non-US buys your a/c how could he withdraw his fund by any legal way ? One more thing suppose he gets any problem with his a/c how to get the documents for proof ?

CAUTION: I'm not sure how helpful a paypal account attatched to somebody elses bank account is going to be for you... well, unless you're planning something illegal.
