Recently I paid someone via Xoom by paypal. But he never answered me afterward. My question is can I do a chargeback on this ? How?

Read their FAQ
Q :How do I cancel a transaction?
A : Send your cancellation request by email at https://www.xoom.com/static/help-contact.html.
Xoom will attempt to cancel your transaction, however per our Terms of Service, we cannot guarantee cancellations until we receive confirmation from our disbursement partner that the funds have not been paid out to your recipient. After we receive confirmation, we will contact your regarding your refund.

in this case i don't think you can because it's not xoom's fault dude. they delivered you the service you requested.

Yes, once they paid the fund you can not expect reverse payment through refund call.

I think there is no option for recieving back. If I am not wrong

that's what happended to me. I have been cheated by some guys, after I sent them Xoom, they took my money without deliver the product. I called Xoom to take my money back, but they answered me NO. I tried to open dispute w/ paypal too and finally I lost the dispute :(
but they also mentioned that if some one receive money in XOom and get many complaints (2 or 3) then Xomm will refuse to do business w/ him in the future. meaning they will never accept anyone to transfer money to that person anymore. That's what happended to my friend :(

You can only stop the payment with xoom until your transaction hasn't been authorized. Means you have only couple of hours to stop the payment. Once payment authorized means xoom has transfered the fund to the related bank for disbursement after that you can't stop it.
