Has anyone used blogrolls for link development?
Are there any downsides to using blogrolls?
How much of a positive effect would be expected?
Each blogroll usually results in many, many links to a site doesn't it?
Thanks for your thoughts on this!

Blogrolls are good, but the trend seems to be slowly fading away. Less and less blogs are using blogrolls, but if you have a small blog and need some links you could exchange blogroll links with other small blogs.
Be careful not to put too many links in your blogroll, because the search engines may punish you for this. I'm talking hundreds here, a dozen or two will be fine.
