Paypal 1% cashback?

I thought I saw somewhere that said if you get a paypal debit card you get 1% cashback on paypal payments? Is this right? So even if you don't use your debit card and are just making a paypal payment, you get 1% cashback?

You get 1% back on any purchases you make with the paypal debit card. However, you need to run the card as a credit card (No PIN). If you enter your PIN which you can do, paypal charges you $1 each time. Otherwise, yes you do get 1% back.
