Most people go by the 10-12 months income minus expenses formula. Obviously this can vary based on some strong factors, such as if a site requires alot of work to maintain or it has particularly good brandability, age, pagerank, userbase, etc. but that's pretty much where 90% of the site sales fall.

I presume you're talking more about a domain with a website on it. In the end of the day, a domain is worth whatever another person is willing to pay for it. If you're selling to resellers, you're gonna get a lot less than an enduser. I would suggest checking out past sales so you can get a feel for what type of domains sell for what price, that's the best way to get a feel of the domain market.
