I think you will get more interest if you disable the enforced reciprocal IMHO.

the site works for me but requires a reciprocal link.... If there wasn't a requirement for that in an empty directory i would submit, but untill then i won't

I had a look at this directory but it appears to have only one link in it. I guess that it must be difficult to submit to.
