This is True ? Someone told me he has a ATM Debit Card with any Bank Account.

He is using the VISA Card in ATM / Websites etcs.

And He has still don't have a Bank Account. He is In USA !

Is that possible to keep a Card without any Bank account ?

So he told me lie ?

Yes, you can have a debit card without a bank account. I had one too, but now I have a bank account. :)

There known as pre paid cards theres a lot of them about
Goggle pre paid visa / mastercard and you'll find a ton of them.
e-wallets such as neteller & moneybrookers as well often provide you one.

Well, it depends. I have the ePassporte Visa Debit Card and the Payoneer Mastercard Debit Card. The Payoneer Mastercard Debit Card is issued in the US and it can work like an ATM card which I can withdraw funds from. I do not have a bank account in the US.

I don't think you can find the company who issued it just through the debit card number.

Yes, you can have a debit card without an ATM card. There are lots of people selling debit cards nowadays. Just check DP or even talkgold.com. Just beware of scammers!
