pr and inner page

if home page have pr3,but innner page has no outbound backlink. so i found only link page and one of inner page get pr from my homepage ,other page has no pr. why?

Promote the inner pages as well and put a link back to your homepage.

my site was 3 weeks old before last PR update, i got a pr2 for homepage but many internal pages got pr3 :)

i never promoted any internal links though.. i dont know maybe the SERPS were the reason for that..
