Does setting the ch_query to the blog entry's title make eMiniMalls ad contextual?

I don't believe this makes them contextual because it does not "scan" the page. It simply uses a specified keyword: the entry title.

You need to specifically ask Chitika to set contextual ad serving for your account, otherwise it is non-contextual.
