Is this because you don't get paid on searches?

You get paid for clicks, not a search alone.

It is because some people don't like it, and also because some people thought it might interfere with the adsense search. But according to google (http://chitikatips.blogspot.com/2005/11/chitika-eminimalls-and-google-adsense.html) it's fine to use the search tab together with adsense search because they serve a different purpose...
