Benchmarking Oracle scripts help needed

I'm not an Oracle DBA and don't have DBA rights but I do need to optimise some Oracle stored procedures and queries and in order to do so I need to measure the run time of different versions of my scripts. I'm using Toad.

I'm having a hard time sussing this out. Anyone at DP able to help?
