What are all the things to take into consideration when measuring the value of a link to your site in terms of how much link credit the link gives to your site:
Obviously, PageRank, Alexa Rank...what else?

Well Exactly every link have can have four kinds of effect such as :
It can help your pr
It can help your SERP
It can boost your traffic and as a consequent alexa rank.
It can Harm your serp (this is the case usually happen when you do some reciprocal link exchanges with irrelevent , bad neighbourhood , and less pr sites) .
These are the main four scales with the basis of what you can measure a link's credit.

Those are actually at the very bottom of my list, well, almost bottom. At the bottom would links from worthless sites outside of my niche.
I don't really care what the Alexa rank is, as no one that visits my site really has a clue about, and I don't really care if it's from a PR 10 site or a PR 0 site...as long as the site is relevant to my content.
However, PR can play an indirect roll in it, as a PR 10 site is more likely to get more traffic (and therefor better CTR, or ROI) but a relevant link from a PR 0 site also has it's worth, as I have clicked through "link pages" to find other sites. Many of these pages had little to no PR. I am also more inclined to click through a links page then I am a footer link, as I generally treat them as "ads" *shrug*
A PR8 site that has little to do with your site will likely do little for you in anything but PR where as a PR2 site that's a perfect match will likely generate exactly what the link is placed there for...traffic.
So relevance should be placed at the very tip top of the list, and should also play a roll in all other criteria.

Does the link add value i.e. If a user clicks on that link will he learn more?

There are mainly 7 types of links:
High Ranking, Relevant, Authority Links - Expensive, but very powerful for ranking, need relatively few
Content Embedded Links - Expensive, but very powerful for relevance, need relatively few
Viral Marketing Links - Expensive, but very powerful for continuously building links without any extra effort (viral)
Medium Ranking, Relevant Links - Median cost, mostly relevant, median number of links needed
Low Ranking One Way Links - cheap, but not always relevant or high quality, need many
Low Ranking Three Way Links - cheap or free, but not always relevant or high quality and usually involves lots of work, would need many if recomended at all
Low Ranking Reciprocal Links - cheap or free, but not always relevant or high quality and usually involves lots of work, would need many if recomended at all
