keyword inquiry please help me

i'm very new to this forum... so hi to everyone..
i've quiry..as i'm optmizating site of "software development" and most important keyword for that is "software development" and "offshore software development" and as per my knowledge i can repeate one keyword 3 times in my "KEYWORD" tag.. but i've seen many site which is on top ranking ..as they have used same keywrod more then three times.. can i use work "offshore" or "software" with various combination more then 3 times.. do reply.... me back.. i need a help.... cos' i dont want my site to be penalised by google or any other search engine.

I wouldn't worry about keyword density... Just write your content for the users, the rest will come.

It is more important to have the keywords in your title tags, header and anchor text and then meta description and last meta keywords. As Shawn says just write the site - don't worry about keyword density - use these onsite factors and the rest will come

I don't think Google pays any attention to the KEYWORD tag. As Foxyweb says, focus on the title tag first.

ummm...this topic was over 2 years old...keyword tags are pretty much worthless now ;)

Google don't care how many times the word repeated in the meta keyword tag. But keep repeating the keywords is not the best solution, because meta keyword tag can't increase your rank.
