Recommended Ad Servers

I'm looking for a PHP based ad server which can

* manage multiple domains on multiple servers
* allow ads to be "Run of Site" or for a specific section
* allow ads to be limited to a number of impressions per day
* allow customers to manage their campaigns
* allow gif, jpeg, flash or html ads
* track impressions and hits
* provide billing summary

We can add code to this (if it's open) but the framework has to be right.

Can anyone make a recommendation?

phpAdsNew (http://www.phpadsnew.com) might be able to do it but not sure about the last one on your list. Might provide a basis to just add to it, unless there is already a billing add-on around.
