I only have Moneybookers and Xoom accounts. Can PayPal users pay to my Moneybookers and/or Xoom account? Is there a fee? How much?

No, that is not possible.

They can pay to your Xoom account but not Moneybookers. Of course, if you opt for the Credit Card Solution with Moneybookers, anyone who has a credit card can pay you through Moneybookers. For the most parts, to verify for a Paypal account, you need a credit card so you would be sure that the bulk of the Paypal users would have credit cards.

You can pay to Xoom via Paypal but not to Moneybokers .

Paypal users pay you through xoom.
Xoom chareges are below given.
for $25.00 - $8.00
for $50.00 - $8.00
for $100.00 - $8.00
for $200.00 - $8.00
for $400.00 - $8.00
for $500.00 - $8.00
for $750.00 - $15.00
and for $1,000.00 - $15.00

You cannot paypal to moneybookers but yes as other suggested, user can use paypal to xoom you but the minimum amount to be sent via xoom is 25$ so keep in mind that. Opt only for direct bank deposit or cheque delivery via xoom. :)

There is one another option also available for you.
You have to contact somebody who has both account (paypal and moneybookers) so he accept paypal funds from your clients on behalf of you and send that money to you through his moneybookers account. But you have to find out person who agree to do this for you with some charge.
