This recent thread (http://forums.digitalpoint.com/showthread.php?t=348538) seemed to be turning into one about negotiating higher payouts... So I'd like to start another thread to ask if anyone has had success?
My advertiser cut payouts drastically, so I switched links to Another Affiliate Program. But I had no idea you could potentially negotiate payouts.

You can always negotiate. Before I start promoting something, I ask for higher payouts. It will vary though depending on the advertiser and the campaign, and your affiliate manager.
Affiliate Networks will be much more willing to increase your payouts if you are already getting traffic and conversions.

Once you develope a releationship with network/am and gain trust you can push the offers sometimes i get an automatic bump cause they know it will do well for me. The key is UPFRONT is underpromise and over perform... dont ever go in asking for a bump cause u will produce good amount of leads then only send 10 a day.

Does Azoogle set payouts or are they at the mercy of advertisers? Or is it a little of both?

Little of both, they can only go so high because of what they get paid. So I would def say both. They can't give you more than what they are getting :D
