ICANN 60 day waiting period?

I noticed on Godaddy they state there is a 60 day waiting period in which you cannot transfer a domain if it was newly registered or previously transfered in the last 60 days. Is this new? I just transfered a domain with Dynadot that i got only a few weeks before and the transfer went threw.

It is there for some time you can push the domain to godaddy accounts but you can not transfer it to another registrar.
