in order to get any pr over 5 how much it'll cost ?
how many links should i buy and what's pr of it ?
and what's the meaning of ILs & IBL ?

Unless you're selling links, Page Rank is pretty useless. As for cost, it depends on how you do things. You can just promote your site around the internet and then the only cost is time.
IL = inbound Links (i think)
IBL = inbound links

"in theory" 4 quality PR6 linkbacks will get you to a PR5.

if you want to have a pr 5 site , you must get links from pr 5+ sites but there are some criterias for this like outgoing links number.
shortly , nobody can give an exact answer for your site. my suggest is continue to build backlinks for your site and trust google:)

Backlinks from web pages with nice PR will do the job. If you want you can have a link on our PR4 page for just $0.50. Have a look in my signature. :)

right, the higher the better, the less outgoing links on the page the better, it's said that one quality P7 link can get you to a P5.

also the back links should have some quality and also the links from the related sites will help you in traffic also!

I know you want to get higher than 5 but I got my browie.com site to PR5 just by promotion and getting people there in about..... 6 months I supose. If you want to buy a link on my PR5 I'd sell one to you.

I bought a .com and hosting and spent nothing after that. Mine is PR5

That's ridiculous. I bought a .net for a project I made, and it made PR5 after first update. I did absolutely no promotion at all.

It is not about whether you promote it or not but on how many other sites link to you. So if you have a site which 'attracts' links, then you can get a good PR with no paid promotion at all.

Natural links are great, but in reality, if those links are placed on PR0 pages, it won't be too benefitial in terms of gaining PR5.
Link bait is a great weapon in link development, but creating one that works is not easy. Without buying links, it's very difficult to gain PR5 unless you take time to do it.

Agreed. I was trying to explain all the sites which were bought and not promoted at all but attained a high PR.
