This means that you can only send payments. This was called "Send only" before.

Well, the thing is that not everyone is a seller on the internet. I am sure there are more people buying things rather than selling things on the internet, like me. I am almost always a customer only and I use Paypal to pay if the merchant only accepts Paypal payment. I never have a Paypal balance and it is always a big fat $0. I am not subjected to any chargeback since I am just a customer and I am the one paying.

You will need a credit card in order to verify a Paypal account and thus you will always be able to use that credit card to make purchases through the Paypal network so that would solve your funding issue. In fact, with credit cards, you do not need to fund the account beforehand and can maintain a $0 balance until you make a purchase.

Basically what the slogan means is that now there is 190 countries worth of customers opened up to you if you can receive Paypal funds. That is pretty much almost all the countries in the world. There is probably less than 10 countries left which are not on the list.

i m still confused. so if i open up an account with the country listed in"Send Money to Anyone in the Growing PayPal Network" catagory , i can just send funds and not reveice any from other paypal users?

like the countries listed at the bottom of this pg https://www.paypal.com/cgi-bin/webscr?cmd=_display-approved-signup-countries-outside

????????i m damn confused.

What is there to be confused. If you are in that last category, you can only send money and you cannot receive since it say 'Send Money', it never said anything that you can receive any money.

Put it in simple English, those in that category are CUSTOMERS only and CANNOT be SELLERS.

ok

then theres no use openning an account .I know i cant upload fund cos my country's cc cant be used for online purchases .so its just pointless. :(

If you get an international based credit card like an American Express, VISA or Mastercard, you should be able to use with Paypal especially if you got them from an international bank.

Which country are you from because I have never heard of such restriction ?

from Nepal and i cant get an international cc. I already asked banks, and they just issue an international cc if someone is going abroad.

But I've heard that you can get a Debit card from an american bank if you send them passport or stuffs.
I am not sure about it anyway.Let me know what other guys say about it?

why an amarican bank, your national bank must give you a cc, what are the other banks available in nepal, do you have citibank etc, i have not heard such a thing, like you can't get an international cc!

and if that is the case, then get a passport, even that would not be impossible!

Yeah the later case is not impossible. I am using an american bank account. But there no any national bank which gives a cc for online purpose or international purpose.

VISA and Mastercard form national local bank should be able to use internationally isn't it? because VISA and Mastercard accepted worldwide

I do not have so much idea on it. I never wanted to know more since its not usefull hehe. But yes they provide Visa card which is limited on Indian and Nepalese ATM machines. Not for other countries or Online purpose.

If it can only be used on the ATM machines then it is definitely not a Credit Card.

and if you would have visa then there would be no use opening paypal account because most of the sites that accept paypal also accept credit card.

cc issued by the banks are only for use in Nepal .

uttoransen ..there is not citi bank in nepal ,well we got standard chartered bank but I already called them and they don't issue international cc. they just issue international debit cards and to get one, you must be traveling abroad and need to show docs( visa ) to the banks.

getting a passport is easy but what do i need passport for??

Well, actually this is a very strange policy by your government and it sure is very different from what is happening in the rest of thr world. That's why the most of us have trouble understanding the system.

Thanks for the information and I do hope that the Nepalese government open up the financial market or else it would be a serious roadblock to preventing international commerce.

well if the banks issue international cc, then the purchases will be paid in $$ and the gov doesnt want to loose $$. gov just allow Nepalese to receive $$ (but it is converted into Nepali currency when we receive). We cant even send money outside the country like WU, Xoom etc cos you need a special permit to do so.
