Matt Cutts Blocked in google tool bar - Is google updating its toolbar?

I have noticed that G engineer Matt Cutts’s blog post (http://www.mattcutts.com/blog/google-hell/) blocked in my google tool bar, can any one noticed it?
Is it because this page has lot of outbound links???

where is it blocked? Having no pagerank informations means the page has Pagerank 0.

No pr 0 means PageRank in google tool bar shows in white and when you put your mouse cursor on it it shows - PageRank in Google's view....0/10
But blocked means it shows the same color of tool bar and if you put your mouse cursor on it it shows - No PageRank information available

dude thats no more used by google. After the recent update all PR 0 = No pagerank info available. check out any other site and show me a PR 0 showing PR 0.

Even this thread look up the toolbar, its PR 0 showing no pagerank available.

grey RP doesn't necessarily mean that it's being penalized by Google.

not all PR0 sites = No pagerank info available.
Some of my friends new sites are still showing 0/10.

Lot of sites have the PR greyed out since few days now. Even now the PR is greyed out for this page on my side.

I read an ebook today that said if your pagerank is grey or says no information is available then its a 90% chance you are banned....what a joke....

I saw google tool bar is gray for secure server site - the page url starts with https:// - that means googlebot does not visit this page....
so it may be banned -

No it's a recent glitch in the toolbar, i've got "Grey" PR pages ranking top ten for numerous 80 Million plus search results.

Its not the same to have pr=0 as to have the toolbar grayed out....(grey means beware in some cases when you want to exchange links with that site.....in some cases it means the page has been banned)
