Traffic on steroids? PR this!!

Man, I have seen some sites that are just on Fire! What gives? I'm lucky if I get 10 hits a day! What am I doing wrong?

This is my site: www.webdesignerauctions.com it is targeted towards webdesigners who want to sell their templates, designs, domains and other internet related items without the hassle of dealing with the over-priced monster(ebay)! Any ideas on what I can do to boost up some traffic? So far I have added my targeted keywords, I have done an overhaul on the links to make them mod_rewrite to friendly urls. Obviously the site has only been up for only a couple of weeks during the construction. Should I be receiving traffic already or am I dreaming?

I keep hearing about link exchanges, but, what is it really? Is it a service you have to pay someone who has good traffic to promote your link on their site?

Also,
Where can I get my site's PR ratings? I have seen some sites that have a star or a box at the bottom of their pages which shows hit counters and it gives the rating from a particular site such as alexa. But when I visit alexa all I find is a toolbar to download, is this it?

And last,
How do I increase this so called PR and how important is the value, really?

You could have the best website in the world but unless people find out about it, your not going to get traffic. Its not like in the real world, where you open a store on a high street and you get customers straight away.

You will have to work hard to get other links to your website (1 so search engines can find it, and 2 so customers can find it).

Think... if you were a webdesigner who wanted to sell templates, designs, domains and other internet related items, where would you go and how would you find somewhere to sell them? Be that place or have your link there to let them know you exist.
