Ok, besides fun, it is not impossible to obtain PR7. But it takes time, patience and lot of hard work. First of all your site ought to be unique - one of a kind, you definitely need important content - content that is not just unique but also very helpful day to day to your users (like DP - content helpful day to day to it's users).
You need to find out similar authority sites which are famous and request BL. Like for ex: a good travel site will give a BL to a travel insurance site. So that is what you should work for initial few months. This will bring traffic plus SE will consider the value of the BL. I can guess the whole process would give you PR7 around about after 2-3 years.

do u think the returns will be worth it? Cause it seems like you will need to invest huge effort & $$$ without a good confidence of being ever able to get there. And EVEN if you get there, will the increase in visitors make up for the mths (and years) of labor and investment?
I really do hope the answer is a yes, but i'm not sure.....

I believe it is possible to get a PR7 in six months time-- but it should depend on the nature/contents of the site.
If it is about education/governement related site--or it is about a very useful public utility/software / organisation--I think G will give it a good rating.
From my experience I have found that G looks at forums and blogs with a good attitude. They can achieve good PR with fewer high PR backlinks than --say a directory.
So it all depends on the nature of the site as well as backlinks :)

Answer to your previous question about important content - content that is useful to your users. When I visit DP, lot of content is useful to me hence the word important.

With this attitude - hope i can achieve - you surely wont make it there. You need a defined strategy. You can't keep on doing and hope to achieve some results. You 've got to know what your visitors need and what steps you will take to make your site famous. Have a solid strategy where you are sure to reach PR 5 and then you should work your a.. off to make it PR7. Reaching PR 5 is no big deal - will take you about a year or less but from PR 5 to PR 7 is lot of work.
I have told others in the past - screw the PR - shoot for total # of visitors per day and use conversion matrix - because a lot of visitors mean nothing - they ought to perform actions which in turn earn you $. So that is what you should work for. A lot of PR 3 or Pr 5 sites I know do brisk business earning good $ every month. So what is your ultimate goal - PR 7 (means what exactly) or earn x amount of $ every month?

I doubt achieving PR7 is as hard as marrying Pamela Anderson, to say she's already married and got 2 children. Achieving PR7 isn't easy, but its possible. You should just keep working on your site. Don't exchange links with unrelated ,low PR and new websites. Buy relevant high PR text links. Get your site in Digg, get in bookmarked a in Del.Icio.us ect.. All this sort of stuff will help, you could buy a few PR8 and maybe a PR9 link, as long as there relevant. If your going to go page rank fishing i suggest you get relelvant links only, also make sure the site doesnt have that many outgoing links, allthough this is quite rare, as when a webmaster finds out there site is PR7+ They think like me and when i found out 3 of my sites were PR7 "Kerrching $$$" and fit as many text links as possible down the side and across the bottom of the websites.

i know it's tempting to aim for pagerank- i do as well. but the truth is that to be successful, you need to be aiming for high visitor counts. pagerank should be just one part of your strategy.

Yes, build more high PR links, then be patient enough in building links because it may take years or months to get that result.

as i am planning to make it a forum, i guess after building some good members base and good number of posts, at that time my PR will pop me up in many search results at search engines, i guess Adsense will do the job :)
also other some affiliate programs on this or that side will do a good job
right? you have any more ideas?

Depends on the strategy you want, if you want to get ROI from selling links, they would get ROI for that. But in SEO, you can get ROI from the products and the clicks you have obtained from your site.

I was wondering how long it will take to get to a PR 6 from a PR 4 if I buy a link or 2 on a PR 8 website?
I've heard numerous places which are good sources that until you get a high PR it doesn't look natural to have links from such authorative sites. (Unless a directory of course).
You'd be better off to buy LOTS of PR 4 links etc maybe some PR5's and a PR6 or 2 but a PR8 just doesn't look natural. If you want this long term then I'd say make it look as natural as possible from the SEO point of view.

google makes pr update every 3 months, so just buy 7 pr4 links of 2-3 pr8 links and your site will be pr7 in the next google update :)
