I have asked Paypal this:

ok, but i didin't quite understand if somenone sends me 20$, could I use
them if i don't have added a credit card for buying in paypal sites like
domainsite and godaddy?
I need yes or no

and i got ans answer

Thank you for contacting PayPal. We apologize for the delay in responding
to your service request.

Unfortunately, you would not be able to send money through the PayPal
system if you do not have a credit card registered onto your PayPal
account.

But somebody sended me some cash and i could use them buying with paypal with having added a cc in my account but only a bank account.
Isn't that strange?
They told me i need a cc to use the money but i use them without having cc

This is why PayPal's customer service people should stop their cut-n-paste method of customer interaction, and actually reply to people properly! :)

Yup, they should stop doing it! They lose money so

don't ask pp too many questions .... if you pay peanuts you get monkeys...

just open an account use the email you've been send cash as primary or an add on one.
You can use the balance on the pp account without c-card for straight payments.

As far as I know c-card is only required if you do subscriptions.

Oh yes, I know the "cut & paste" customer service all too well. If you think that is bad, check out the BS ebay gave me (ebay and Paypal are owned by the same company...big surprise? ):

Ebay's pathetic "customer service" (http://www.viciousenterprises.com/summersblog/2005/09/so-called-customer-service.html)

I have to admit that I use copy and paste support sometimes, but only when it really applies. I answer a lot of emails the old fashion way. :) I have seen the same thing with a few different companies, though. They send copy-paste replies that do not even address the question. Quite frustrating.
