Signup with google.com/webmasters
then add your site map to the list
After i did all that my sites dissappeared from top 10 rankings. Add it to your server and when the robots spider they will see it.

Do you mean:
* Scan your website at localhost
* Scan a static website accessed through file system
In either case, you can e.g. use my desktop sitemap creator (http://www.micro-sys.dk/products/sitemap-generator/) program
It allows you change root address used in Google XML sitemaps after website scan.
If you prefer another solution, you will under all circumstances need to either use a desktop based program or some script (the latter you will then need to instal and run on your own localhost webserver)

I use local software that scans the remote website for the URLs and allows me to upload the xml file.
Dowload it free here
http://www.sitemapbuilder.net
Its a small installation but requires the .net framework to be installed your local windows pc.
There are no limitations to the number of URLs.
