I've been looking a lot of PR3 and PR4 directories and it seems 75-85% seem to have 0 pagerank beyond the PR3 or PR4 homepage... why is that?

Ya thats true..
If it has been build on an expired PR3 or PR4 domain, then inner pages won't have any PR till next google update.

Some people also change their websites into directories, so they only obviously keep the PR of the index page due to new pages not being assigned PR rankings. Obviously with this change also means that the new site content will result in the PR being potentially reduced or removed due to the sudden and drastic change in content!

Good point and of course other reasons could be that the content is 'scraped' or copied then of course G will not follow through with PR to that value of content

Many other points could apply but the above is certainly one to add to the mix

let me tell u why ...

because when people are not making enough revenue off their sites which are something else and have obtained a PR .. they just change it to a directory therefore all the deep pages does not have a PR.

Also people sell pr domains if they are useless to them because they don't have any developing plans and people who buy it .. just try to make quick bucks and sell and make it a directory...

I observed in the internet directories, most of them have the same layout but with different name. Is that copied or have expired domain name and then buy by other directories?

They're probably using the default template of the directory script they're using -- probably too busy or too lazy to have a new one made/installed.

I'm willing to bet that a lot of them are Expired Domains.

Exactly the same...

They buy a high PR domain from someone else and install a directory...
So only homepage with PR
