it is well known that other important site link to your site"vote" is key to your site 's position (or pr) .
but if a site has not other site linked to(or very few and with low pr), is it possible to raise pr or posion in SE, if yes, how to? just publish unique good content and run a long time?

If you just publish unique good content and run a long time, you'll get links.
You need links to rank in SE, more fierce the competition for your keywords, more quality links you need.
But if your site is the only one about a specific topic, then you don't need many links and few ones, even from low PR sites, will do the job

In my experience having lots of lower pr pages links work better then very few high pr links as far as search engine rankings are concerned.
consider buying blog posts as thats a very good means of gaining pr and serps boost as new posts will gain pr as they age and will get more and more importand every day giving you an edge over the comming years.
buying links on websites is a very short term solution and in 90% of cases is not sustainable atall as you will never make up the amount of money you spend.
The best thing would be link baiting or something that works on its own with one off investment as opposed to a massive monthly bill.

I see a pr 7 website blender3d.org, to which only a few pr 4 and even more low site link, I am curious how can it get pr 7? I see many example like this.

It's very important to have links, unique content doesn't cut it.
If your unique content is that good.. maybe people might link to you randomly if they see your site is good. :)

whats the use of having good content if no one can find it. If you have a large site and no one is linking, your content must be kind of crappy.

SEO elite give me the result.by yahoo. it seem to be a wrong result.many high pr page link to lender.org.

i only know one think about the se position . it's the importance of the backlinks . if you have not good backlink . you will not have good serp results
