phpBB Hack to Easily Add Tools or Content?

I have searched the phpBB forums for a Mod that will do this but I haven't come up with anything. The ideal Mod would be one that:

Allows you to add new content throught he Admin panel which will be wrapped with the normal navigation. This will allow it to be easily edited without ftp access

Basically I have converted my Health Forum (http://forums.yourfavouriteshop.com) from a hand coded one. I know want to move my tools. Because the old forum was hand coded, I just added the template around the tool using an include. Our BMI Calculator (http://www.yourfavouriteshop.com/forum/bmi-calculator.php) for instance.

Is there a Mod that allows a seamless look or does anyone have a suggestion to incorporate our tools to the new forum.
