Get some relevant PR 5+ incoming links for your site.

Even a single PR6 + links will get you a PR5 status. Besides keep your website organically.

Main thing is getting PR-5 links from relevant sites (no reciprocal). Try three-way link exchange from those sites...

concentrate more on getting quality links, higher ranking link partners, and updates with posts, articles, and press releases now and then.

Are forum signatures so important for SEO? I'm a bit dubious about this... :)

I wouldn't say they're the peak of link building and SEO, but they do help nonetheless. A few of my Google links are from random forum posts.
Anyway my 3 favorite ways of building links:

Right. They are more like an early stage of linkbuilding (http://www.hybrid6.com/webgeek/2007/02/linkbuilding-resources.php)...it's quick and easy, but it's only the warmup for the REAL work. :)
