i have problem in paypal
he said limited access to my account due to unknown reason.
please help me
i need credit card info ---fax info and bank account.
i have total of 27 in my account and i will domate you 7$ if you resolve the problem
i will give you all detail of my acccount so you do all and send remaining sum to my friend account

Which country are you from? Do you have verified Paypal account?

If you do not have a bank account, go open one at your local bank. Then go apply for an international credit card (MasterCard/VISA or American Express).
Then with those information, fax Paypal your credit card statement (at least the part with your card number and address). They just need all these to confirm that you are who you say you are.
As long as you are from a Paypal approved country, you should easily get a bank account and all that. Bank accounts are free to set up in most countries, you just need to put in the minimum deposit.
If you do not have a Fax account, you could sign up for a trial Virtual Fax account at http://www.maxemail.com .
You cannot use someone else details to verify your account unless the person has the same name as you and lives in the same address. Or else the other party would also be violating Paypal's TOS.

Limited accounts are more likely the result of signing up for a US account without actually live in the country, hence the unavailability of having cc, bank account, fax, address :rolleyes:

Ah, another one of those people who did not bother to read the TOS. Guess the OP just need to forget the money until he shifts to the US to stay.

I am having the same trouble. I even faxed to Paypal 3 times, but they always returned that they received the cover sheet only. I have phoned Paypal, asked if I can scan bill and send to any email, but they refused to use email. Not sure what to do now. Fax again?

No one can help you on this, until you add bank account + credit card + verify Address. Once you will do this, they may ask for documents (PayPal is really strict) and lots of stuff. You better should forget this account unless you do the steps I mentioned (or in your Resolution center)

Yes, you should sent them again with cover sheet and it will take them about 7 days to verify your account.

PayPal is really unprofessional in this. I am one of their victims lol
I sent them documents (They asked for) and after 5 days they asked me to send around 8 more documents (damn are they crazy :mad: ). So I quit thinking to get my own PayPal account :) O PayPal, you are killing me :rolleyes:

I'm an another victim, I have $800 on my account, and I cannot withdraw the money...
They are thieves.

I think you must have personal acccount and didn't verfied for paypal enhancement no. which they gives in your CC Statement.
Limited Access is for only unverfied and personal account holders.
Try to avoid accepting Credit Card Payment, if it exceeds more then 5 times a month. then you can accept and send money to any one in that month.
I know this problem because i am having the same issue.

sorry but you're wrong. Limited account can be business one too. I dont know about premier, but I am sure it happens with business account

There has to be a reason why your accounts get limited. If you have in good conscious complied fully with their terms and conditions and got your account verified the proper way (ie signed up only when you belong to the paypal approved country, used a bank issued Credit Card and/or bank account to verify it and always respond to Paypal), you should not get your account frozen or limited.
Yes, it can happened to any kind of accounts so you have to ensure that you do not sway and you need to be truthful. Try never to use VCC as might be one way of getting your account limited. Also try not to accept payments from unverified accounts to reduce any fraud levels.
If you do encounter any chargebacks or dispute refunds, respond to Paypal and do not try to keep your account in negative territory and never refuse to comply with them.
Do not have more than one personal + one premier/business account. If anything you are unsure, contact Paypal and do not assume that what you do not know or do not agree with is not important.
If you fax them and only the cover letter appeared then there might be something wrong with your fax machine. Try faxing yourself or a local party to ensure everything goes through. Number each additional slip of page and include your name and passport number on each page with your paypal ID. Ensure they are in English so that they can read it.

Do you have concrete evidences about this ? If you have too many disputes, it shows that something must be wrong somewhere. Do you go about responding to those disputes to justify the transaction or do you choose to ignore them ?
Paypal is best used for payment with physical products with trackable shipment as it was meant for.

I have used fax service from local post office, they returned that they received only the cover sheet. I have signed up with Fax1 and Maxemail, to fax them, and they never reply back, even all the faxes say successful!!!

I called them 3 times already, they could not explain why, just said they will need to verify my address. Why dont they verify at the starting? Why they let me use it already then limit it for verifying? I really can not explain. I have talked with different staff there, but they just asked me to fax again and again

Strange! Your account should be verified if you've done the steps you are telling. There are some real bad stories about PayPal :(

If I had concrete evidence, ebay would be enron, and google would give me a PR 10 just for helping them in a corporate manner
If you have too many disputes, it may be because your taransaction volume is high. I process 25,000 per month, however 4 disputes in the same week leads my paypal account to be limited. It took me 7 days to respond with SSN, and all such necessary information, which was about 4000 lost in sales through paypal, thank go for a merchant account.
Naturally you have to respond to disputes in 10 days, or you are the loser automatically
Paypal was not originally meant for tangible goods. It was only when EBay acquired PayPal that they enforced this inclination towards tangible goods transactions, as EBay is mostly with shipping/tangible stuff.

Just want to add a positive story to the thread. I've been a verified member for 3 years, and recently my account went into limited access mode after logging from a non-paypal country while travelling. The issue was resolved within hours after faxing a utility bill and changing the password and security question.
