Is there an Overture PPC program for publishers?

I noticed some ads on a site, and when I placed my mouse on the links, I saw a link similar to the following:-

http://www.xxxxxxx.co.uk/go/redir.aspx?link=http://www21.overture.com/d/sr/?xargs=05u8bs9yoakW

and clicking on it took me direct to the advertiser's site.

How is the site I was on earning money from these adverts? Is it pay-per-click, or just payment for advertising space per month?

I'm an Overture PPC advertiser and there is, just like AdWords, 'content match' for publishers showing our ads. So yes there is, but I don't have a clue what it is called and where to sign up.

They seem to only allow in who they want. I look at these partners as junk clicks usually. Just like the minor pay per clicks, they are a bunch of cheapo clicks. I usually find that lots of these supposed clickers never leave the first page.....so is it automated? Either way they fill their banks lovely.
Anyone know more?

We stopped using the content match on Overture because so much of it was unfocused.
