I applied once and got turned down, but months later, they gave me greenlight for no reason.
I wonder what kind of sites will be approved and what not?
I need to apply for another one for a foreign firend.

To me it seems that google will even let adwards show on a local hard print newsletter if they could track clicks... :) I see my site showing on spam site llink farms and all other no content but adwards ad site... so go ahead they will not turn you down..

A sneakier method is to create one site that will get accepted to open your AdSense account, and then add AdSense code to all of your "marginal" sites.
The other web sites are seldom reviewed.

that is exactly my question. do you know any guildance of what kind of website they will approve?

the bottom line is, if you have content that's useful, adsense/google will like you when they see your application.
I've never once seen adsense on a non .com/net/org/co.uk/etc domain.

Yes. The guidance is spelled out clearly in the Google AdSense Program Policies (https://www.google.com/adsense/policies).

google approved my two sites but I only use one account for easier management using channels.
