Google Adwords Professional are those who've qualified and passed the exam. They provide Adwords management services to customers.
Now, there's a new breed called Google Adwords Resellers, i.e. appointed and trained by Google themselves. This group gets a 20% discount (hence commission) but have an annual sales target to achieve.
Why is Google setting up 2 groups to compete with each other? Doesn't the Resellers have an advantage since they can charge $0 service fee and yet make money from the 20% discount?
