Best CMS for Plugin Reviews & Downloads?

I have a site that I am looking to switch to a CMS. I'm wondering which one would be best for what I need.

The site deals with plugins for a specific software and contains plugin reviews, downloads, and users are able to comment and rate on the plugin. The top plugins would be displayed on the front page. Is there any CMS that this type of site would work best with?

i think Joomla will be the best choice! give it a try. It may take some time to learn it in start but once you're done with it its fun!
