I did a Paypal to Paypal transaction and they charged me fees for it? How is that, only credit card transactions are charged, isnt it?
Or is it because I have a Premier Account?

Well you have Premier Account so they deduct some fees.:) Dont worry about it.:)

Personal accounts are not charged but Premier and bizones are :)

Well, Paypal is a for-profit business and it has expenses and not just what they have to pay the bank for the credit card transactions, they have to make money to finance their operations so that you be sure they will be there in the foreseeable future.
It cost money to run an operation like Paypal and a lot of expenses, their charges are the lowest in the industry so there is really nothing much you should complain about. Unless you want them to shut their doors soon.

Yes you can degrade your account from Premier to Personal but only once. I remember a few days ago a person asked the same question. You can search for that thread and get more information or ask here :)

Paypal offers Mass Pay option for premier/business accounts, it saves some fees.

I guess you will have to email Paypal people for that. And I don't think you can upgrade again.

Lol, I sent 150 $ from one of my a/c to another, and it was charged 6.52 $. I hate when they deduct fees, lol.

charley log-in to ur paypal a/c they you can see contact button select degrade option then u can follow the process.
I think you can upgrade your a/c after degrade.I am not sure...

This is not the 1st time PP a/c .... I have two accounts [ Premier and Personal ] ... Just made a transfer from Personal to Premier and fees got deducted.....

If you want's your money back in your personal account from premier account, Click on payment details of the transaction, at bottom of the page you will find "Refund" button. On next page they again ask you if you really want to refund. Click on your option.

How do I downgrade the account. The help file shows this.
Please choose 'My Account Profile' and 'Downgrade Account' as the Topic and Subtopic for your message.
I couldn't find this option in the My Account > Profile. Can some one please provide a screenshot of where it is exactly. I emailed the customer care and no response even after 2 days.

This option will be there in Help section i believe. Also, downgrading the account will require their intervention and you cannot do it through the interface yourself.
There is another rule which you should be aware of, that is.. you can only downgrade your account 'once', so if you go from Premier --> Personal , and then if you go back to Premier, you can never make that account a personal one.

Since you already have a Personal and Premier accounts, you cannot downgrade the Premier to a Personal account as under the TOS, you cannot have two Personal accounts. Basically, there is nothing much you can do.
The two options available for you are :-
1) Do Nothing
2) Cancel your premier account

You aren't allowed to have two accounts.
Regarding the downgrade, I don't see why you can't close the Personal account and just degrade the Premier account.

- I have money in the Personal a/c, cannot close it. I dont want to transfer that money to the Premier a/c, because of the fees.

Why don't you just transfer the money from the Premier to the Personal account as receiving funds in the personal account does not incur any fees. Once do you that, you can then go ahead and cancel the Premier account.
If you do not want to do it this way, the best option is to contact Paypal directly and wait for their reply because from my understanding you can have only one personal account and if you do cancel it now, you will remove the right to start another even if it means downgrading your premier account now.

I contacted Paypal , they mentioned if I need to downgrade I should send them a reply, then they would do it.

You aren't allowed to have two accounts.
Regarding the downgrade, I don't see why you can't close the Personal account and just degrade the Premier account.
On the contrary, you ARE allowed no more than two accounts.
You may have one personal account, and one business or premium account.
If you are incorporated then technically you could have 3 accounts, since the corporation would own one of the accounts.

No, you cannot do that. The User Agreement https://www.paypal.com/us/cgi-bin/webscr?cmd=xpt/ua/USUA-outside which you agreed on clearly states that you can have only 1 Personal Account + 1 Premier or Business Account.
2.2 Personal, Premier and Business Accounts. We offer three different types of Accounts: Personal, Premier and Business Accounts. You may only hold one Personal Account and either one Premier or one Business Account. By opening a Premier or Business Account and accepting the terms as outlined in this Agreement, you attest that you are not establishing the Account primarily for personal, family, or household purposes.
2 Premier or 2 Business Accounts would be against the term of agreement which you agree on and may be grounds for having your accounts to be limited or terminated.
