2 sites needing similar keywords

If I have 2 similar sites in the same niche, lets say the niche is " Tinfoil hats".. Can I use the same keywords on both sites under different campaigns?

ie: Site1 has the keywords tin, foil, hats.. Can site2 use those exact keywords as well? I understand that they may be competing for each other, but adwords has an option to copy ads and keywords so they must allow it?

I have site1 doing good with adword keywords, but site2 which is currently using completely different keywords that is doing terrible.. I heard before that they dont allow it though? How can you promote 2 sites under similar niches if you cant use the same keywords?

So it would be pretty much the same if I wanted to keep the 2 sites using the same campaign, and set them to ad rotate between them?
