I reduced my Max CPC on my adds that run on Google’s Content network, from $0.08 to $0.01. I then realized that the reduction brought about no significant difference in my CTR, if any, it seemed to have improved. But suddenly all my adds simply stopped running.

What could be wrong?

the maxcpc. raise it slowly to restore your impressions.
