Hi I was wondering how I can submit a sitemap for Yahoo! is it through site explorer? Does it have to be in txt format?

This help page (http://help.yahoo.com/help/us/ysearch/siteexplorer/siteexplorer-37.html) should tell you what you need to know. They've recently added support for XML sitemaps (http://sitemaps.org/) too.
You submit sitemaps via Yahoo Site Explorer (http://siteexplorer.search.yahoo.com/), using TXT, RSS, ATOM or XML formats. TXT format is the easiest to do...

Yahoo is much more versatile then Google
Google only accepts one format from my experience

Actually, Google accepts RSS and TXT files too.

I didn't submit sitemap to yahoo, MSN for my new site, but all my pages were indexed by them in 1 month. Just getting some backlinks, and sooner or later they will index your site.

But they don't accept blogspot xml ATOM. Any help?

I am experimenting with a Yahoo sitemap. I hope it helps, though I don't seem to have a problem with Yahoo Indexing as I do with Google.
