No real meaning
Although it is probably just worth registration costs, because its a .com with no dashes in an auction format you may get an extra $10-$15 over registration.

What is the meaning then? Its not a natural phrase and I've never heard anyone use it.
How do you market text links? Why would you market text links? You sell or buy them.

I simply means marketing via text links. If you search Google for "text links" or even "text link marketing" you'll find many places where you can advertise your site with text links. A full slate of paid advertisers as well.

I said aroun $15 but cardplayer seems to see real value in it. Maybe PM him to get an offer. If its anything over $15, I would take it without hesitation.

You can build a site around it, but whose specifically searching for that phrase when in the market to buy/sell text links.

I think its good domain in the sense you can start a link selling site like textlinkbrokers.com etc. As long as google have PR, this will be an excellent business.

Text Link Marketing may show sites in a Goolge search. The measure is how many active searches are made for that phrase or variation. You should have used a keyword search tool.
As a link broker, I tell you there is no use of the phrase text link marketing.
