here are some of the tips to promote your directory.

1. first of all, make your directory look clean and unique. This is very important to attract visitors
2. Organise your directory with spam free and clean listings.
3. Submit in directories to get some backlinks. Remember PR4 is good for the start.
4. Submit to directory lists like directorycritic (http://www.directorycritic.com), paiddirectories.info (http://www.paiddirectories.info), vilesilencer (http://info.vilesilencer.com)
4. Go for Press Release (http://www.prurgent.com) of your site.
5. Participate in forums so that others could know better of your site.

Another idea is to offer your directory to directory submitters here on DP.

Free and fast approval directories will normally accept more submissions.

If you mean paid submission, then you have to promote it everywhere, so that to get some customers. usually, directories don't want to have as many as possible free submission since it won't get any revenue.
